It does not mean that. My reading is that Putin is saying he is prepared to sign gas contracts with Europe that stipulates the some gas will go thru Ukraine

Biden is surely trying to talk tough to Russia after his botched surrender in Afghanistan. I think this is mostly aimed at the US domestic audience and Putin couldn’t give a whip. I don’t see how Putin wins from what can only be a messy invasion, unless he only takes the Eastern Russian speaking portion of Ukraine which by the looks of polls may welcome the Russians. Taking Kyiv and holding it would be too costly. I don’t see the benefit. He has far more to gain by pulling Germany closer to Russia and away from NATO.
